AIPC QUARTERLY MEETING

JAN. 18, 2000

Jeannette Wahwahsuck, AIPC Chairperson, convened the meeting at 1:00 p.m.

Lori Windle volunteered to take notes.

Jeannette introduced members of the Denver Federal Executive Board Diversity Council who were there to discuss the new structure and bylaws of the EEO Committee. Chuck Marquez distributed an organizational chart which shows how the Special Emphasis Committees reside within the new structure. Chuck explained the makeup of the EEO Council and invited AIPC members to attend meetings, so that we could help one another with initiatives.

Copies were made of the EEO Workforce Diversity Council bylaws and distributed. The Workforce Diversity Council oversees all the Special Emphasis committees and requires that the annual workplans now be tied to a budget. We discussed various options for spending those funds; a culmination of monies from AIPC prior training seminars. We risk losing our funds if we can not spend down by the end of the fiscal year - otherwise our balance will be absorbed into the overall budget of the Diversity Council. There is also money in the Diversity Council account from their profits from the 1999 Spring conference which needs to be spent that we can also use for our needs. (Note: a "Spenddown Committee" was formed and met on Jan. 21 to assist with the workplan's budgetary requirements.)

Another new development was that the Diversity Council representatives indicated we were not to plan a separate seminar from the Diversity Council. This position precipitated a discussion about the unique relationship between the Federal government and American Indians which does not exist with any other ethnic group. AIPC members indicated that based upon this relationship, a one-hour workshop within an overall Diversity conference was not adequate. Chuck Marquez indicated that the Diversity Council would be open to perhaps expand an "Indian track" to one whole day, but still part of the overall Diversity conference.

Lori Windle gave the Census Subcommittee report. The Subcommittee has been involved with activities of the Census 2000 Intertribal Council, (ITC) including participating in an Indian art auction which raised over $3,800 to be used for outreach to the urban Indian community. The subcommittee met with ITC in December to define more specific roles. One way the AIPC can be most helpful in reaching Indian people and emphasizing the importance of the Census is by publicizing it within our own Federal agencies. More information on that will be provided at a later date. We can have ITC brochures at our March Pow Wow booth and encourage people to visit the Census booth as well.

Janet Preisser of GSA gave a presentation on Hassle Free Communities. This project is intended to improve customer service relations between the federal government and the public. It is part of Vice President Gore's National Partnership for Reinventing Government. Richard Anzures spoke about the potential of partnering with the Indian Education Title IX Programs to determine what the needs of local Indian students might be. There is a movement within this project to donate computers to schools that need them.

The Education Committee chair, Richard Anzures, emphasized that Goal eight of our AIPC Bylaws should be a large part of part of our focus in 2000. What are some of the problems facing urban and reservation youth today? Can we work with the Title IX programs to develop a career fair, and/or tie into HUD's? A number of ideas were discussed that the Education Committee could explore as potentials in tutoring, mentoring or a Career fair type of outreach.

The issue of a Vice-Chair was discussed as being consistent with our bylaws. Richard Anzures was nominated, seconded and voted in as our new Vice-Chair.

Jim Lyon suggested that we start to post our minutes and schedule on our website. Our webmanager agreed that was something we could do fairly easily, as long as the minutes were submitted to her in electronic format.

Vi Rogers handed out brochures for the Social Security American Indian/Alaska Native National Service Delivery Conference she has been instrumental in organizing, to be held in Denver, March 14- 16, 2000. She asked for committee input on the poster she has developed to advertise.

Our next quarterly meeting will be held on April 4, 2000 at 1:00 p.m. Location to be announced.
