1. David Lester, Director of Council of Energy Resources Tribes (CERT)
-Provided a great overview of the complexity and history behind the Individual Indian Money (IIM) accounts trust class action lawsuit led by Ms. Eloise Cobell against the Department of Interior, currently represented by Secretary Norton.
-Encouraged individuals to read an article titled "1491" in the Atlantic Monthly Magazine. The article gives information on America before Columbus arrived and how it was a more sophisticated, more populated and livable place.
-Promoted the upcoming October 2 & 3 CERT Conference, Indian Energy Solutions 2002, and American Spirit Award Dinner, at the Denver Marriot City Center Hotel. He said he needed volunteers and sponsoring agencies. You can contact CERT at 303-282-7576 or visit their website at

.2. Patricia Chlouber, Secretary's Regional Representative, U.S. Department of Education
-Patricia welcomed everyone to the Dept. of Education and acknowledged and thanked the AIPC for including the department as agency of the month on the AIPC website. She spoke briefly about the No Child Left Behind initiative. She acknowledged Helen Littlejohn (Dept. of Education), for her work in developing a binder of Federal agencies for use at the March Pow-Wow.
3. AIPC Bylaws/Charter
-MOTION: Robert Moore (FEMA) motioned to change Article XI SENTENCE line 1 to:
"On voting matters related to amendments, a required quorum shall consist of 25 percent of the AIPC membership." This was in place of 30 percent of the AIPC membership due to the fact that we don’t get enough members attending meetings to have a quorum. Kitt Lente (DOE) seconded the motion. MOTION PASSED
-VOTE: AIPC members voted to accept the bylaws with the above change.
-The bylaws will be sent to Larry Grandison, DFEB Executive Director for signature.
4. Partnerships
Colorado Indian Education Association (CIEA) –
Becky Redhorse handed out a brochure and information on the CIEA and asked for feedback on whether the AIPC should become a corporate member for $150.00
-Members decided against becoming a corporate member because of the conflict of Federal funding, issues of renewing membership, lack of knowledge of the organization and the fact that we do not have any money. The role of the AIPC is to provide information and services and assist with community activities. The CIEA and AIPC can be partners in working for a common goal, but it should not be determined by paying a membership fee.
-The CIEA will be invited to the next meeting so they can give an overview of their organization. The AIPC can still partner with the CIEA in regards to assisting with program activities. Helen said she will check with the Dept. of Education to see if she can act as a liaison between the CIEA and Dept. of Education.
April 4th, Title IX Indian Education Programs Native American College Fair –
-Becky will attend on behalf of the AIPC and asked members to forward student job or program information. She said Carmen Clairmont (Dept. of HUD), volunteered to help with the AIPC display.
-Helen mentioned that she has a PowerPoint presentation on "Finding a Job with the Federal Government." Everyone agreed that it would be helpful to have it available at career fairs.
-Please note that Indian Education (Title IX) is now Title VII in the new legislation.
Denver Indian Center –
-Becky contacted Dina Yazzie, Denver Indian Center job search coordinator and forwarded some of the job announcements we circulate and offered to explain the Federal job search and application process. The Indian Center plans on having a career fair in the near future.
UPDATE & ACTION NEEDED
-The Denver Indian Center will have a career fair on May 1, 2001 from 5 p.m. to 8 p.m. Richard Anzures (DOE-Rocky Flats), will attend with the AIPC exhibit booth. AIPC Indian Organization Support –
-AIPC members should consider additional ways the AIPC can support Indian organizations and the Denver Indian community. Suggestions at the meeting included the FAA training partnership and the need to expand the booth space at the Denver March Pow-Wow. Please notify an AIPC officer if you have any other ideas.
5. AIPC Membership Improvement -
-Larry provided the following report on the DFEB’s work with agencies to improve membership:
I am using your brochure and AIPC as an example of the type of EEO Subcommittees that are active and the type of activities you are involved in when I meet with Directors on my courtesy visits. In addition, your chairperson (Becky Redhorse) will be briefing the Executive Committee of the DFEB on April 10th so that they will have an awareness of what the committee is doing. This is an initiative I started to ensure that the subcommittees are allowed time each quarter with the Exec Committee to provide information and give them an opportunity to ask questions first hand. It has more impact that way, than if I'm always the one carrying the message. This allows the director to lend support from an informed position. I continually ask for their support in our activities as well as membership.
-There was also discussion from the membership about the need for a letter to go out to all Federal agency department heads marketing the importance of the AIPC and to delegate an employee to serve on the AIPC. The AIPC is willing to draft a letter on behalf of Larry or for the DFEB chairperson. The AIPC also wants to market the 10th Anniversary.
Per Larry:
I discussed this with Becky as well as the other subcommittee chairs and I will send a memo out by week’s end (April 12th). The problems that are being experience by AIPC apparently are common across all the groups. I will also discuss at the Exec Committee meeting on April 10th the need for their support in activities held and membership. (From a DFEB perspective - we will need to identify a good time to conduct a membership drive for all groups. This is something I will discuss with the sub-committee chairs at a subsequent meeting.)
AIPC Membership Update-
Kitt and Dale Lujan (US Mint), agreed to update the current AIPC membership list. This will involve calling each of the members and asking whether or not they are still the designated representative. If they are not designated, who is the representative?
6. AIPC Sponsored Training
A meeting was scheduled for April 17, 2002 at the FEMA Building 710 at the Federal Center starting at 10:00 a.m. All members are encouraged to attend. The agenda will include: promotion of the 10th Anniversary of the AIPC and how we should tie this into a 2002 AIPC training session; 2003 AIPC partnership with FAA training. The training subcommittee needs to develop a list of possible training locations and a list of potential speakers/topics for consideration as part of the 2002 and 2003 training sessions. 7. Denver March Powwow - AIPC was well prepared this year!

Helen for compiling information about various Federal agencies into a binder and for the freebies from IRS. The AIPC committee agreed to have the binder available where ever we may participate. Any updates should also be forwarded to Helen. It was suggested that the BIA should definitely be in the binder for Tribal enrollment issues.

Everyone who provided materials for the booth.- Becky said that the AIPC answered many questions and provided a lot of good information, although attendance was down overall compared to last year. Primary areas of interest this year were, with most popular topic first:
* Education, information for students, student jobs, etc.
* Employment
* Tribal enrollment or otherwise wanting to know how to contact his/her tribe and/or BIA for another service/information
* Veterans information
* Housing
* Health and related services
* Social Security benefits
8. AIPC 2002 Annual Report
- Please review the annual report and send your comments to Becky by COB on April 8, 2002. Becky will be attending a DFEB full board meeting on April 10, 2002 and would like to provide an overview of AIPC past and future activities. She will also stress that this is the 10th anniversary of the AIPC.
9. Report from representatives on the DFEB’s subcommittees:
- Training (see item #6 above)
- Public outreach – no report.
10. AIPC web site subcommittee updates
- Lori said the Dept. of Education is the featured agency.
- Lori will include information on the 10th anniversary of the AIPC.
11. Approval of last meeting’s minutes - Approved
12. Other Issues?
-Unity Day will be held on June 20, 2002. Robert and Lori agreed to participate with the AIPC exhibit booth. Robert will call Unity Day organizers for more information.
-Lori was reimbursed for purchase of the film, "In the Light of Reverence". Thanks to the following individuals: Lori Windle, Becky Redhorse, Richard Anzures, Georgia Madrid, Vi Rogers, Robert Moore, Dale Lujan, Dan Archuleta & Larry Grandison. The film is available for viewing at your agency.
