American Indian Program Council Meeting Minutes

1. MEETING WITH BRENDA WELTZER, Chairperson of the DFEB EEO/Workforce Diversity Council.
AIPC new and past officers met with Ms. Weltzer on December 6, 00 to discuss AIPC past and present goals, ask questions about DFEB policies, and provide her with a draft copy of the AIPC FY01 Workplan. Among the items discussed:
Training
- Ms. Weltzer, explained the following:
- DFEB department heads requested that due to budgetary constraints and restructuring of the DFEB, that one diversity event sponsored by all special emphasis subcommittees be held rather than have six separate events.
-The AIPC can still provide training sessions specific to American Indian concerns at the diversity training. If the AIPC takes an active role in the diversity committee, the more likelihood there is of having more sessions related to American Indians.
- The AIPC can have guest speakers to provide training at AIPC meetings or hold a mini-training (half day) as long as the AIPC could obtain its own funding from sources such as agency contributions. However, any funding that is raised must be spent on that specific event.
Funding
- Ms. Weltzer explained the following:
-All Special Emphasis Program groups give and receive money from the same communal pot.
- If the AIPC can identify a funding need for a function or an activity, a justification demonstrating the need for the funds must be submitted to the WFDC. The more money we raise, the more likely we are to get money when we need it.
Agency Support for AIPC
- The AIPC recommended that the DFEB encourage agencies to be more supportive of staff attending AIPC meetings and functions.
- The AIPC recommended that the DFEB seek out ways (presentations at meetings, letters, etc.) to encourage agencies to support Native American Heritage Month celebrations.
2. DFEB DIVERSITY TRAINING
The DFEB Workforce Diversity Training will be held on June 27 - 28, 2001 at the Arvada Center for the Performing Arts. This is the combined training where all special emphasis committees must provide input.
-ACTION: A committee was formed to identify potential speakers and topics for the training. If you would like to participate, please contact AIPC Chairperson, Becky Redhorse at 303-445-2710.

-ACTION: If you have any ideas on American Indian issues and concerns on which your agency managers and supervisors may want to receive training, please call Becky. Current proposed topics include the Federal-Indian trust relationship, government-to-government relationship, Communicating Across Cultures, Inter-tribal partnerships, How Can we Partner with Tribal Colleges and Universities, ADR - Role of Dept. of Justice as arbitrator between Federal agencies and Tribes. Additional topics proposed during the meeting that Becky will present at the next diversity planning committee meeting on January 10, 01 include: Year 2000 Census - Trends, The MOU 2000 Agreement between EPA and Tribes, and How Agencies work with American Indian coalitions.
3. MARTIN LUTHER KING (MLK) CONFERENCE (January 8, 2001)
AIPC member Chet Blue Sky will provide the closing at the conference. AIPC members attending the MLK conference were told that they may be needed to volunteer at the registration table.
4. NEW AIPC DISPLAY/BROCHURE
-The AIPC display was set up and viewed by all members. The display is versatile and easy to set up. The DFEB approved funding to obtain a carrying case with wheels for the display. AIPC members are welcome to use the display for American Indian events but will be responsible for transporting and returning the display. Agencies can also post additional pictures of American Indian activities, but must velcro the photos in order to mount on the display.
-ACTION: If you have pictures of AIPC events that can be used for the display, please call Becky. For example, Rocky Flats had pictures of the Navajo Code Talker who was the guest speaker at several events.
- ACTION: A committee was formed to update the AIPC brochure so it more closely resembles the display. If you would like to participate in the committee, a meeting will be held on January 26, 01 at 2:00 p.m., place to be determined. The committee hopes that the one meeting will be sufficient to determine the design and layout so that the brochures will be available for the March Pow-Wow. MARCH POW-WOW
-The Denver March Pow-Wow will be held on March 16 to 18, 2001. The AIPC participates at the Pow-Wow with a booth and distributes information on job opportunities and information on the AIPC.
-ACTION: Volunteers are needed to help staff the booth in two hour increments. Please sign up with Becky at (303) 445-2710. Attached is a list of volunteers as of 1/3/01.

6. TITLE IX INDIAN EDUCATION
-Part of the AIPC goal is to work with American Indian youth and local American Indian organizations. Becky has been attending Title IX meetings and passed around a copy of their newsletter. Title IX would like to work with the AIPC.
-ACTION: The Title IX Indian Education Educators will be sponsoring a College Career Fair on Thursday, January 25, 2001 from 7:00 p.m. to 9:00 p.m. at 1005 Wadsworth Blvd, Lakewood, CO. The AIPC would like to participate at the career fair and needs volunteers to help staff the AIPC booth. All other members, please send Becky your agencys summer job applications and announcements by January 24th so we can make them available at the AIPC booth.
-ACTION: - The Title IX newsletter had an article on the Native American Science Bowl which will be held on February 16-17, 2001 at Colorado College in Colorado Springs. It is a tournament-style competition on academic science matters. Richard Anzures, Rocky Flats, encouraged AIPC members to participate because it was an excellent program and place to meet Native students. He said there is always a need for moderators and judges. 7. AIPC WORKPLAN
-ACTION: The AIPC workplan is due to EEO/WFDC by January 12, 01. If you have any concerns or changes, please let Becky know soon.
-It was decided to maintain the AIPC training element on the plan for possible payment to speakers at AIPC meetings and the possibility of having a combined November American Indian Heritage Month event downtown and near the Denver Federal Center. Efforts to share information on agency events for American Indian Heritage Month will continue because they were a success this past year.
-AIPC did not add the cost of buttons for the Denver March 2001 Pow-Wow for volunteers. A justification will be submitted to the DFEB.

8. OTHER
-Vi Rogers Leave Donation: Vi Rogers, the 1st AIPC Chairperson and current Treasurer has been approved under the Voluntary Leave Transfer Program. Vi is a Claims Representative at Social Security Administration. She went through open-heart surgery on 11/14/00 to remove a tumor from inside her heart. She is expected to fully recover. If you would like to donate annual leave please call Kate Kintz at (303) 844-7220 for more information. You will have to complete Optional Form 630-B.
-Mayors American Indian Advisory Council meeting: AIPC members are invited to the first meeting on January 10, 01 at 6:00 p.m. Denver Indian Family Resource Center, 455 Sherman Street, Suite 100, Denver, CO. Call Jonny BearCub Stiffarm at (720) 913-1700 for more information.
-Design for American Indian license plate: The deadline for submitting designs is January 12, 01. A bill will be introduced in the State legislature for the establishment of a Native American Indian Colorado license plate. -Notes on Native America: During American Indian Heritage Month in November, Lori Windle sends out notes on various native related topics and issues. Jane Wilson, HHS, said the notes were well received at her agency. Thanks to Lori for all of her work. It was discussed that some of the items could be used for discussions from guest speakers at future AIPC meetings. One item that was suggested was the Census 2000 American Indian data information. The AIPC also suggested that a workshop on CENSUS 2000 for all minority groups be presented at the Diversity Training.
-AISES conference in Portland, OR November 9-11 was a huge success with over 2000 participants. Georgia Madrid and Dale Lujan, US Mint attended the conference. The 2001 conference will be in Albuquerque, NM on November 14 - 18, 2001. The conference attracts American Indian students from throughout the nation and is a good place to recruit and or publicize your agency.
