Colorado American Indian Scholars License Plates You do NOT need be American Indian or a student to buy a plate. The proceeds go to a scholarship fund for resident American Indian students attending Colorado institutions of higher learning. You do need to purchase a certificate from the Rocky Mountain Indian Chamber of Commerce to take to your Motor Vehicle department in order to buy a plate.
